Father of Newtown victim: Ban assault weapons

WASHINGTON (AP) ? Battling tears, the father of one of the first-graders slain at the December elementary school massacre in Connecticut pleaded with senators on Wednesday to ban assault weapons like the gun that killed his 6-year-old son.

"I'm not here for sympathy," Neil Heslin, a 50-year-old construction worker who said he grew up with guns and had been teaching his son, Jesse, about them. "I'm here because of my son."

Heslin spoke for 11 minutes, his voice barely audible and breaking at times, to the Senate Judiciary Committee that is deeply divided over the issue of curbing guns.

The panel was holding a hearing on a bill by Sen. Dianne Feinstein, D-Calif., to ban assault weapons and ammunition magazines that can carry more than 10 rounds. Feinstein and her allies said her measure would reduce the deaths such high-powered firearms can cause, but Republicans on the panel said the move would violate the constitutional right to bear arms and take guns away from law-abiding citizens who use them for self-defense.

Heslin said he supports sportsmen and the Second Amendment right for citizens to have firearms. But he said that amendment was written centuries before weapons as deadly as assault weapons were invented.

"No person should have to go through what myself" and other victims' families have had to endure, Heslin told the lawmakers.

He recalled the morning of Dec. 14, when 20-year-old Adam Lanza used a Bushmaster assault weapon to kill 20 first-graders and six staffers at the Sandy Hook Elementary school in Newtown, Conn.

"He said it's all going to be OK," Heslin said his son told him when he dropped him off at school. He added, "And it wasn't OK."

Despite Newtown and other mass shootings, the bruising, difficult path through Congress that gun control legislation faces was underscored Wednesday when the chairman of the House Judiciary Committee said he opposes universal background checks for gun purchases, a central piece of President Barack Obama's plan for curbing gun violence. Rep. Bob Goodlatte, R-Va., told reporters that the proposal could lead to creation of a federal gun registry ? which the Obama administration has said will not happen.

Wednesday's Senate Judiciary hearing was its third since the Newtown tragedy made gun violence a top-tier national issue. The Judiciary panel could begin writing legislation as early as Thursday, but that session is likely to be delayed until next week.

Numerous relatives and neighbors of victims of Newtown, as well as other shootings at Aurora, Colo., and Virginia Tech filled the large hearing room.

At one point, Feinstein played a video showing how a bump fire slide, a piece of equipment added to an assault weapon, allows it to rapidly fire many rounds of ammunition, much as a machine gun would.

"The need for a federal ban has never been greater," Feinstein said.

The panel's top Republican, Sen. Charles Grassley of Iowa, expressed sympathy for gun violence victim, but said existing gun laws are not being adequately enforced, including background checks designed to prevent criminals from getting weapons.

"We should be skeptical about giving the Justice Department more laws to enforce" when it's not enforcing current ones, Grassley said.

Grassley said he believed Congress will eventually take action on boosting penalties for illegally trafficking guns, on more adequately keeping guns from people with mental problems, and encouraging states do a better job of reporting mental health records of potential gun buyers to the federal background check system.

At one point, Sen. Lindsey Graham, R-S.C., used his questioning of Milwaukee Police Chief Edward Flynn to argue that the current background check system is not being well enforced, since only a handful of the roughly 80,000 people annually who fail those checks are prosecuted for filing documents saying they qualify to own the weapons.

Uncharacteristically for a Senate hearing, Flynn interrupted the senator, saying, "I want to stop 76,000 people from buying guns illegally," a reference to the gun purchases that the background check system blocked last year. "That's what background check does."

His remark drew applause from spectators in the room.

Across the Capitol, the House Education and Workforce Committee planned to hear from school safety experts and counselors about how to keep students safe.

"How can we be confident that something like this does not happen again?" asked John Kline, R-Minn., the Republican panel's chairman as the meeting began.

His Democratic counterpart, Rep. George Miller of California, said school safety is linked to firearms.

"Sandy Hook is an event that calls us on us as policymakers to do something. ... A school must be a place where children feel secure," Miller said. "Turning schools into armed fortresses is not the answer."

Instead, he said schools need to add counseling services and mental health programs.

In their prepared testimony, witnesses there were careful not to endorse the NRA's suggestion that armed volunteers in schools were a realistic answer to prevent future attacks.

"I cannot emphasize enough how critical it is for officers to be properly selected and properly trained to function in the school environment," said Mo Canady, executive director of the National Association of School Resource Officers.

Despite the raw emotion, Feinstein's effort to ban assault weapons is expected to fall short due to opposition by the National Rifle Association and many Republicans, plus wariness by moderate Democrats.

Feinstein's bill has attracted 21 co-sponsors, all Democrats. Including herself, it is sponsored by eight of the 10 Judiciary panel Democrats ? precarious for a committee where Democrats outnumber Republicans 10-8. Democrats on the panel who haven't co-sponsored the measure include the chairman, Pat Leahy of Vermont, who said Monday he hadn't seen the bill.

Obama made bans on assault weapons and large capacity magazines key parts of the gun curbs he proposed in January in response to the Connecticut school massacre.

The cornerstone of his package is a call for universal background checks for gun buyers, some version of which seems to have a stronger chance of moving through Congress. Currently, only sales by federally licensed gun dealers require such checks, which are designed to prevent criminals and others from obtaining firearms.

Feinstein's bill would ban future sales of assault weapons and magazines carrying more than 10 rounds of ammunition but exempt those that already exist. It would bar sales, manufacturing and imports of semiautomatic rifles and pistols that can use detachable magazines and have threaded barrels or other military features. The measure specifically bans 157 firearms but excludes 2,258 others in an effort to avoid barring hunting and sporting weapons.

Feinstein, who helped create a 1994 assault weapons ban that expired in 2004, and other supporters cite studies showing use of the firearms in crimes diminished while the prohibition lasted. A 2004 report said the proportion of gun crimes involving assault weapons dropped by up to 72 percent in five cities studied.

Opponents cite data from that same study showing assault weapons were used in only 2 percent to 8 percent of gun crimes, arguing that a ban would have little impact. The study also estimated there were 1.5 million assault weapons owned privately in the U.S. in 1994, and an estimated 30 million high-capacity magazines as of 1999, which critics say means exempting them would diminish a ban's effect

Police: 22-year-old woman a 'person of interest' in Vegas shooting

(Reuters) - Police identified a 22-year-old woman on Tuesday as a "person of interest" in the slaying of an aspiring rapper who was shot and killed while driving his Maserati on the Las Vegas strip and for the deaths of two more people in a fiery crash that ensued.

Las Vegas police said Tineesha Lashun Howard was riding in a black Range Rover with prime suspect Ammar Harris when he opened fire on the Maserati being driven by 27-year-old Kenneth Wayne Cherry Jr. before dawn on Thursday.

Cherry, who performed under the name "Kenny Clutch," was mortally wounded and his silver sports car veered out of control, colliding with a taxicab in an intersection at the heart of the strip, near several casino resort hotels.

Harris, 26, has been the subject of a multistate manhunt since the incident, and police say he has a long criminal history that includes arrests for robbery, sexual assault, kidnapping and soliciting prostitution.

Police believe Harris is "involved in the sex trade," said Las Vegas Metropolitan Police spokesman Officer Bill Cassell.

Harris is described as having several tattoos, including a large black-eyed owl on his neck and small heart on his upper right cheek.

Police officials described Howard as a "missing and possibly endangered individual" from the Miami area.

"She's listed as a missing person," Cassell said. "How she went missing is part of the Miami Police Department's investigation."

Several photos released by the Las Vegas Metropolitan Police Department showed Howard and Harris together in each others' arms. In one of them they are seen riding in a sport utility vehicle, possibly the Range Rover.

The Range Rover used in the shooting, which bore paper dealer plates, has been impounded by police, but officials have not said where they found the luxury sport utility vehicle. No weapons were recovered from inside.

Earlier on Tuesday, Las Vegas taxicab companies pledged $35,000 toward a reward fund for information leading to the arrest and conviction of Harris.

Authorities say the dramatic shooting in a busy intersection of the desert resort city may have stemmed from a verbal altercation in the valet area of the Aria Resort and Casino a few blocks away on the Strip.

The incident took place less than a mile from where rapper Tupac Shakur was fatally shot in September 1996 while riding in a BMW with Death Row Records co-founder Marion "Suge" Knight after the two men had attended a Mike Tyson boxing match.

Shakur, 25, was hit by gunfire from at least one assailant in a Cadillac while sitting in Knight's car at the intersection of Flamingo Road and Koval Lane and died six days later at a hospital. His murder remains unsolved.

Colo. kids stranded at school overnight by snow

DENVER (AP) ? A snowstorm moving across the Midwest forced about 60 students to spend the night at their Colorado school when a state highway was closed due to dangerous conditions that left some drivers stranded in their cars, as winter weather continued to cause problems for a wide swath of the country.

Tens of thousands remained without power in Michigan, while adverse conditions continued to disrupt flights at Chicago's O'Hare Airport. In eastern Wisconsin, hundreds of vehicles were stranded or ended up in crashes as a winter storm made travel dangerous. And in Kansas, the latest snowstorm to hit the state was being blamed for six deaths.

According to the air traffic tracking website FlightAware.com, about 100 flights in and out of Chicago's airports have been canceled for Wednesday. Flights into O'Hare International Airport are being delayed an average of about an hour.

On the plains in the eastern half of Colorado, wind and snow created whiteout conditions Tuesday afternoon just as buses began taking students home from the Miami-Yoder school district school about 40 miles east of Colorado Springs. The buses turned back to the school and about 60 students, ranging from preschoolers to 12th graders, watched movies, played basketball, ate concession-stand pizza and talked to their parents before bedtime.

The older kids slept on wrestling and gym mats covered with coats, while the younger ones curled up on preschool napping mats, Principal Sharon Webb said.

The school is a large version of a one-room schoolhouse. The students all know each other, and many are related, which Webb said gave it the feel of a sleepover. She said parents were understanding.

"When you live out here in this wide-open country, you know they're where it's the safest," she said of the school.

Daylight showed how powerful the wind had been. Outside, there were drifts up to 4 feet high, but the grass was still visible on the football field.

The blowing snow also temporarily closed a 150-mile stretch of Interstate 70 from just outside Denver to the Kansas line, along with other smaller highways in eastern Colorado, including the one leading to the school. Deputies in surrounding El Paso County responded to about 40 calls for help from stranded drivers or reports of vehicles off the road that might still have people inside. No injuries were reported.

Kansas Gov. Sam Brownback said Wednesday the latest winter storm to hit his state caused six deaths.

The governor said two people died in traffic crashes, two siblings died from carbon monoxide poisoning in Kansas City, Kan., a woman died in southwest Kansas while shoveling snow, and another Kansas City resident was killed while walking in the snow.

The storms that crossed Kansas last Thursday and again this week dropped more than 2 feet of snow in some places and knocked out power to thousands of customers, mostly in eastern counties.

In Michigan, utilities said Wednesday roughly 50,600 homes and businesses lost electrical service after a storm that hit the state starting Tuesday knocked down power lines and tree branches.

Detroit-based DTE Energy Co. said about 40,000 of its customers were without power in the morning, and that Washtenaw County was the hardest hit.

Consumers Energy reported about 10,600 of its customers were without power in Wednesday afternoon. The subsidiary of Jackson-based CMS Energy Corp. said those outages include about 2,624 customers in Jackson County and 2,086 in Calhoun County.

The utilities said crews would work around the clock to restore power.

The National Weather Service said 9 inches of snow were reported in Muskegon, Mich., as of Wednesday morning. Authorities said weather might be a factor in crashes that killed motorists in Sanilac and Monroe counties.

In Wisconsin, there were more than 340 stranded vehicles and crashes in Milwaukee, Kenosha, Ozaukee and Washington counties after heavy snowfall that started Tuesday and continued into Wednesday.

The storm dumped 14 inches in Sheboygan County, where sheriff's Lt. Mark Rupnik said they've had at least 100 calls for stranded vehicles, vehicles in ditches or accidents. He said the main highways were drivable as of Wednesday afternoon but expected the secondary roads to be a problem for the next day.

Several area school districts canceled classes Wednesday, and there were power outages in the Milwaukee area.

Elsewhere, authorities said no one was injured after a train collided with a car that was stuck in snow on railroad tracks in Woodward, Okla., where at least 15 inches of snow fell.

The car's driver tried to drive over the train tracks Wednesday morning but became trapped on the snow-covered road, Oklahoma City television station KWTV reported.

Authorities say the driver was able to exit the car safely but couldn't push the vehicle from the tracks before the train smashed into it. The car was totaled in the collision.

Notre Dame football: Te'o states his case

INDIANAPOLIS -- Manti Te'o walked into a crowded room of reporters Saturday, took a breath and settled in for 15 minutes of NFL Scouting Combine history.

Again, the former Notre Dame linebacker explained how he had been duped in the Internet romance he had with a girlfriend he never met, and again, he tried to turn the page on an embarrassing chapter by talking football.

This time, he even got to see it play out on live television 12 yards away -- where three muted flat-screen monitors were in direct view of Te'o.

He answered every question with thoughtful deliberation and tried to provide clarity on a hoax that turned one of the nation's most inspirational football players into the butt of national jokes.

"I cared for somebody. That's what I was taught to do ever since I was young. Somebody needs help, you help them out," Te'o said.

Later he added: "People doubted me, because I took a while to come out. From our point of view, we wanted to let everything come out first, and then let my side come out. The way we did it, I thought, worked best for me."

Te'o's news conference was the most anticipated event of the NFL's second-biggest offseason weekend, which brought the makeshift media room inside Lucas Oil Stadium to a virtual standstill -- twice.

The too-good-to-be-true story began with Te'o's incredible performances after learning his grandmother and what he believed was his girlfriend had died within hours of one another in September. Te'o said it inspired him to play his best football all season, and it was so compelling that it turned Te'o into a Heisman Trophy contender as he was leading the Fighting Irish to an undefeated season and into the national championship game.

On Dec. 26, Te'o notified Notre Dame officials that he had received a call from his supposedly dead girlfriend's phone three weeks earlier.

The school investigated and on Jan. 16, athletic director Jack Swarbrick announced at a news conference that Te'o had been duped. Ronaiah Tuiasosopo, 22, later said he created the online persona of Lennay Kekua, a nonexistent woman who Te'o said he fell in love with despite never meeting her in person.

Since then, Te'o had only done a few one-on-one interviews.

On Saturday all that changed as many of the 800 credentialed media members surrounded the podium in rows that went eight deep. Te'o wore a tie-died red-and-black workout shirt.

"It's pretty crazy," said Te'o, who has played most of his games on national television and was one of the most recognizable college players last season. "I've been in front of a few cameras before, but never as many as this."

Only two scenes from the combine over the past 15 years could even compare to what Te'o had to contend with Saturday.

The first came in 2004, when former Ohio State running back Maurice Clarett was allowed to participate in the combine after a court ruled he should be allowed to enter the draft after finishing high school only two years earlier. That decision was later reversed.

The other time was 2010, when Heisman Trophy winner and two-time national champion Tim Tebow stepped to the podium in Indianapolis and everyone, including those listening to Packers coach Mike McCarthy, sprinted to the opposite end of the room for Tebow.

This was different.

When word leaked Te'o would speak at about noon, reporters immediately surrounded the podium. Over the next 25 minutes, rumors circulated that in a rare and possibly unprecedented move, Te'o's agent would speak from the podium. That did not happen.

There also was speculation that Te'o might deliver an opening statement like the then-injured Michael Crabtree did in 2009 and Cam Newton did two years later. That did not happen, either, though Te'o did make a closing statement in which he thanked his family, friends and fans for standing by him during this tumultuous month.

Jon Fisher looks to add fresh impetus to London Irish

Jon Fisher is eager to make up for lost time after making his comeback against Bath last Saturday ? five months after breaking an arm against the same opposition.

London Irish?s back-row forward is determined to provide new impetus to a squad that has just seven Aviva Premiership matches left this season to avoid relegation.

He said: ?I am a hell of a lot fresher than some of the tired legs.

?So if I can contribute in terms of intensity in training or wherever I can do the best for the team, then I will.?

Fisher, who rejoined Irish from Bedford last summer, spoke of his frustration at being injured just four games into the new campaign when Bath were beaten 29-22 at Madejski Stadium last September.

He said: ?When you get injured it is unfortunately just part of the game.

?You just hope it is not going to be as severe as that. It took time to heal, but it?s all done now.?

His return to action last Saturday was overshadowed by a yellow card just?20 minutes after coming on as a replacement.

And Exiles subsequently conceded two tries as they slumped to an ignominious 40-16 defeat the Rec.

He said: ?It was for not rolling away. It was perhaps more a technical error on my behalf as opposed to trying to cheat as some back rows might try to do.

?As a team we are going to have to be more squeaky clean in those areas and make sure we let our rugby do the talking.

?I am just gald that I was on the pitch for a substantial amount of time to contribute and get some things done that I?d worked hard on while I was injured.

Fisher now has his sights set firmly on avenging Irish?s 43-14 defeat by London Wasps at Adams Park last September.

But he is under no illusion about the size of the task facing Irish tomorrow?against a team currently occupying one of the four play-off places.

He laughed: ?I am a bit sad. My housemate Tommy Homer gives me a lot of stick because I tend to watch a bit too much rugby.

?I have seen a lot of them and they have some good players, particularly in my position, who are playing well at the moment.

They have threats all over the park, scrum-half, back rows, good organisers. They are going strong and it is no surprise considering the players they have got.

?It is a huge test this weekend.?

London Welsh, another of his former clubs, are battling it out with Irish and Sale Sharks to avoid finishing bottom of the Premiership, but Fisher has no lingering allegiances when it comes to who goes down.

He said: ?To be perfectly honest you have to be selfish in this situation. I am not entirely fussed who it is as long as it is not us.

?I would stress, though, that if we perform over the next few games how we have been doing (since the turn of the year) it should not even be something that should be on our minds.

?This team plays its best when it is concentrating on the job in hand.

?We are certainly not going to be concerned with that pressure.

?If we go into this weekend with the same intensity and play as well as we did when we won at home to Saracens and Northampton then we should be in a good position to beat Wasps.?

    Hill-Murray football coach cited in Fridley prostitution sting

    FRIDLEY, Minn. - The head coach of the Hill-Murray High School football team has been cited in connection with a prostitution sting in Fridley.

    Mark Mauer, 54, of Woodbury, was one of 19 men and four women arrested in the two-day undercover sting at the Liveinn Hotel in Fridley. Police say the hotel's management knew of and cooperated with the undercover investigation.

    The men are cited with a misdemeanor of solicitation and the women with a misdemeanor of prostitution.

    Mark Mauer is a cousin of Minnesota Twins player Joe Mauer.

    According to the Fridley Police reports, Mauer arrived at the hotel just before 7:30 p.m.

    On Tuesday, Feb. 19, and allegedly agreed to pay an undercover officer $100 for a half hour of "full service."

    Police allege Mauer found the prostitution ad on the website Backpage.com in the escort section.

    Mauer did not answer when KARE 11 called him on his cell phone Friday, nor was he at his listed address in Woodbury.

    Ex-Maldives president exits embassy

    MALE, Maldives, Feb. 24 (UPI) -- Former Maldivian President Mohamed Nasheed left the Indian Embassy in Male Saturday, ending a 10-day stay to evade an arrest warrant.

    Nasheed had entered the Indian mission Feb. 13 to avoid being arrested for failing to appear in court on charges of detaining Chief Criminal Judge Abdulla Mohamed during his presidency, the Press Trust of India reported. Nasheed's party claimed the case was politically motivated and meant to keep him from taking part in September presidential polls.

    "We welcome this development," Masood Imad, press secretary for President Mohamed Waheed, said, adding there currently was no arrest warrant against Nasheed.

    The BBC reported Nasheed said he hopes to continue his political activities and take part in the presidential election this fall.

    Nasheed became the first democratically elected president of the Indian Ocean archipelago in 2008. He says he was forced to quit in February 2012 under duress after soldiers and police mutinied and overran the party's headquarters in Male.

    Waheed, who had been his vice president, insists Nasheed left of his own accord after opposition-led protests, the BBC said.

    What we know (and don't know) about the PlayStation 4

    At long last, Sony has revealed its newest home video game machine ? the PlayStation 4. Well, sort of.

    At a flashy, big-screen-filled event in New York City on Wednesday, the electronics giant told a crowd full of journalists that the PlayStation 4 will arrive in stores this holiday season. And while Sony revealed a number of details about the successor to the PlayStation 3, it also left us with plenty of questions.

    For example, what does the PlayStation 4 look like?

    But since the big announcement, some new details about the machine (and some new questions) have emerged. Here's a look at the PlayStation 4 intel so far.

    What we know

    Game prices: Jack Tretton, president and CEO of Sony Computer Entertainment of America, told CNBC that PlayStation 4 game prices would range from 99 cents to $60. We expect that $60 applies to your standard AAA game titles ? which makes it in line with what gamers currently pay and perhaps even less. Some PS3 games have been priced at $70.

    Not backwards compatible but ... The PlayStation 4 will not be backwards compatible with PlayStation 3 games, Shuhei Yoshida ? President of Sony Computer Entertainment Worldwide Studios ? told a group of game journalists after Wednesday's event. However, he said the machine may make older PS1, PS2 and PS3 games available on the PS4 via streaming. (Sony did purchase streaming game service Gaikai last year, after all.)

    A new DualShock controller: There's a new controller in town. Sony gave us a good look at its motion-control enabled DualShock 4 controller on Wednesday and has since revealed some pretty pictures showing off the "share" button that will allow players to instantly broadcast their game live, as well as the touchpad.

    The controller also features a built-in speaker and headset jack and a lightbar on the front that will be used for things like showing players when their character has taken damage during a game. The lightbar will also be used in conjunction with ...

    A new PlayStation Eye camera: Sony's PlayStation Eye camera has been redesigned and, it must be said, it looks a bit like Microsoft's motion-and-voice-sensing Kinect peripheral. AmIright?

    In a post on the official PlayStation blog, Yoshida says of the dual-camera peripheral, "it can sense the depth of the environment in front of it and also track the 3D location of the controller via its light bar. The new camera incorporates four microphones capable of accurate sound detection and source origination, and it will support the PlayStation Move motion controller with more precision than ever before."

    The camera will also be able to track the 3D location of the DualShock 4 controller thanks to the controller's lightbar.

    Some of the technical specs: Following Wednesday's reveal, Sony issued a press release outlining the PS4's technical specs ? or at least the specs they're willing to reveal at the moment. Here's the official geeky outline of console's guts:

    Onlinewon't be required:While rumors have been circulating claiming that Microsoft's forthcoming competing game machine ? the yet-to-be-announced successor to the Xbox 360 ? will require owners to have a connection to the internet to play games, Sony has gone on the record saying that will not be the case with the PlayStation 4.

    In an interview with Eurogamer, Yoshida said, "Oh yes, yes, you can go offline totally. Social is big for us, but we understand there are some people who are anti-social! So if you don't want to connect to anyone else, you can do that."

    Some of the games: We don't yet know exactly what the launch-day lineup of games is going to look like when the PS4 arrives in stores, but we did get a look at a number of games that are in the works. Ubisoft's open-world hacker game "Watch Dogs" will arrive on the day of launch, and Bungie's new project "Destiny" is coming to the machine as well.

    WHAT WE DON'T KNOW

    What the PlayStation 4 looks like: The PlayStation 4 itself was conspicuously missing from its own coming-out party. We saw the new controller, we saw the new camera, we saw a bunch of games and tech demos. But we didn't get a single glimpse of the machine itself.

    Apparently we didn't get to see the PS4's design because it hasn't been finalized yet.

    "We don?t have a mass-production box that we can bring out and pull out," Tretton told AllThingsD. "That?s still in development in terms of final specs and design."

    Furthermore, Yoshida told game site Kotaku.com, "we have to keep something new for later. Otherwise you'd get bored." (We predict that means Sony will show off the machine itself at the big Electronic Entertainment Expo this summer.)

    But as InGame editor Todd Kenreck points out in his video below, the external shape of the machine is not what really matters.

    How much it willcost: Sony has not yet put a price tag on its future game machine, though recently leaked information suggests it will come in two versions, priced at $429 and $529

    Sony misfired in a big way when it introduced the PlayStation 3 at a whopping $600. The good news is, it sounds like the company has perhaps learned its lesson.

    "I think our goal with this is to debut at a more consumer-friendly price," Tretton told AllThingsD, when asked about the PS4 price. "But we haven?t made any final decisions about what the price will be at launch."

    The state of used games? Rumors have been circulating for some time that Sony and Microsoft's new game machines will block the use of used games. Needless to say, that has not sat well with many gamers, who feel that if they buy a game disc that means they own that game and should be able to share and resell it as they please. Meanwhile, used games are a great way for people on tight budgets to pick up a title at a more affordable price.

    Sony didn't reveal anything about the PS4 and used games during its main event. However, Eurogamer popped the question to Yoshida and got an answer ... of sorts. Here's how it went:

    Eurogamer: One of the questions my readers really want an answer to is whether you're going to block the use of second-hand or 'used' games, because it's a huge concern for them.

    Shuhei Yoshida: Do you want us to do that?

    Eurogamer: No. I think if you buy something on a disc you have a kind of moral contract with the person you've bought it from that you retain some of that value and you can pass it on. Do you agree?

    Shuhei Yoshida: Yes. That's the general expectation by consumers. They purchase physical form, they want to use it everywhere, right? So that's my expectation.

    Eurogamer: So if someone buys a PlayStation 4 game, you're not going to stop them reselling it?

    Shuhei Yoshida Aaaah. [Asks PR adviser.] So what was our official answer to our internal question? [Consults adviser.] So, used games can play on PS4. How is that?

    So take from that what you will. It looks good for used game fans, but there's certainly plenty of wiggle room in his statements.

    Elderfield: Carefully targeted debt relief welcome

    The deputy governor of the Central Bank, Matthew Elderfield, welcomed recent announcements by the pillar banks that long-term loan modifications would form part of the range of solutions to the mortgage arrears crisis.

    ?It is encouraging to hear more than one bank CEO acknowledge that, while repossessions will inevitably rise significantly, for co-operating owner- occupier borrowers there will also be a step-up in the volume of cases of long-term loan modification ? carefully targeted debt relief if you like.?

    His view was echoed last night by Finance Minister Michael Noonan who said he envisaged the emergence of what he termed a ?menu? of possible solutions for those in mortgage arrears to include interest-only payments and other methods of relieving the burden on distressed borrowers. However, he drew a sharp distinction between ?those who can?t pay and those who won?t pay?, saying the latter faced repossession.

    Earlier, speaking at the spring lunch for the Institute of Directors, Mr Elderfield said: ?Wider industry recognition of this balanced approach is important: recovery of loans in full wherever possible, repossession, voluntary surrender or trade down if necessary, but for co-operating homeowners who are insolvent and at the threshold of repossession having already cut back their living expenses, that there will be more use of long-term loan modification where they are willing to repay what debt they can but also want to remain in their home.?

    The deputy governor of the Central Bank took up this position in Jan 2010 in the middle of the financial sector implosion.

    The Central Bank conducted stress tests of the banking system in Mar 2011 and ordered the banks to raise ?24bn of fresh capital to act as a buffer against future losses. There would be very active engagement with the banks to ensure they deal with mortgage arrears and that these efforts are matched in their small business portfolios.

    A fully functioning banking system is needed for Ireland?s economic recovery, noted Mr Elderfield. ?In this respect, the outlook remains difficult, with low levels of domestic economic activity and compressed net interest margins.?

    ?An early exit from the guarantee will help to normalise the sector and reduce a drain on profitability. Continuing efforts are also needed on cost control. The path ahead remains a difficult one and progress will inevitably continue to be slow given the significant dislocation that has occurred to the banking sector and the economy as a whole.?

    There would be a new era of a much more robust regulatory framework at the Central Bank. ?Our strategy is one of assertive risk-based supervision underpinned by the credible threat of enforcement.?

    Mr Elderfield stressed there would be new corporate governance standards that company boards would have to comply with in future.

    The new guidelines include restrictions on the number of directorships that can be held. Moreover, there will be a goal of encouraging more diversity of background and robustness of challenge by broadening the gene pool of corporate life, he said.

    ?Do you have the right gender diversity? Do you have the right international experience? If you look around the board table and you are all the same sex, ethnicity, nationality and educational background, well, the answer is probably no. Board effectiveness reviews with these goals in mind are essential and need to be tackled in a structured and determined way, ideally with facilitation on these key points, to help offset the inertia that comes from incumbency.?

    Feb. 22, 2013 ? A new cli?mate model pre?dicts an increase in snow?fall for Earth's polar regions and high?est alti?tudes, but an over?all drop in snow?fall for the globe, as car?bon diox?ide lev?els rise over the next century.

    The decline in snow?fall could spell trou?ble for regions such as the west?ern United States that rely on snowmelt as a source of fresh water.

    The pro?jec?tions are the result of a new cli?mate model devel?oped at the National Oceanic and Atmos?pheric Admin?is?tra?tion (NOAA) Geo?phys?i?cal Fluid Dynam?ics Lab?o?ra?tory (GFDL) and ana?lyzed by sci?en?tists at GFDL and Prince?ton Uni?ver?sity. The study was pub?lished in the Jour?nal of Climate.

    The model indi?cates that the major?ity of the planet would expe?ri?ence less snow?fall as a result of warm?ing due to a dou?bling of atmos?pheric car?bon diox?ide. Obser?va?tions show that atmos?pheric car?bon diox?ide has already increased by 40 per?cent from val?ues in the mid-19th cen?tury, and, given pro?jected trends, could exceed twice those val?ues later this cen?tury. In North Amer?ica, the great?est reduc?tions in snow?fall will occur along the north?east coast, in the moun?tain?ous west, and in the Pacific North?west. Coastal regions from Vir?ginia to Maine, as well as coastal Ore?gon and Wash?ing?ton, will get less than half the amount of snow cur?rently received.

    In very cold regions of the globe, how?ever, snow?fall will rise because as air warms it can hold more mois?ture, lead?ing to increased pre?cip?i?ta?tion in the form of snow. The researchers found that regions in and around the Arc?tic and Antarc?tica will get more snow than they now receive.

    The high?est moun?tain peaks in the north?west?ern Himalayas, the Andes and the Yukon region will also receive greater amounts of snow?fall after car?bon diox?ide dou?bles. This find?ing clashes with other mod?els which pre?dicted declines in snow?fall for these high-altitude regions. How?ever, the new model's pre?dic?tion is con?sis?tent with cur?rent snow?fall obser?va?tions in these regions.

    The model is an improve?ment over pre?vi?ous mod?els in that it uti?lizes greater detail about the world's topog?ra?phy -- the moun?tains, val?leys and other fea?tures. This new "high-resolution" model is anal?o?gous to hav?ing a high-definition model of the planet's cli?mate instead of a blurred picture.

    The study was con?ducted by Sarah Kap?nick, a post?doc?toral research sci?en?tist in the Pro?gram in Atmos?pheric and Oceanic Sci?ences at Prince?ton Uni?ver?sity and jointly affil?i?ated with NOAA's Geo?phys?i?cal Fluid Dynam?ics Lab?o?ra?tory in Prince?ton, and Thomas Del?worth, senior phys?i?cal sci?en?tist at GFDL.

    Siberian Caves Reveal Advancing Permafrost Thaw

    Melting of significant portions of Arctic permafrost could accelerate climate change into a catastrophe

    Permafrost is not so permanent. Across the Arctic, swathes of once-frozen-solid ground have begun to thaw. If the records preserved in Siberian caves are accurate, much more of the region could melt if temperatures continue to warm.

    Geoscientist Anton Vaks of the University of Oxford led an international team of experts?including the Arabica Caving Club in Irkutsk?in sampling the spindly cave growths known as stalagmites and stalactites across Siberia and down into the Gobi Desert of China. Taking samples of such speleothems from six caves, the researchers then reconstructed the last roughly 500,000 years of climate via the decay of radioactive particles in the stone. When the ground is frozen above a cave no water seeps into it, making such formations "relicts from warmer periods before permafrost formed," the researchers wrote in a study published online in Science on 21 February.

    The details of the study reveal that conditions were warm enough even in Siberia for these mineral deposits to form roughly 400,000 years ago, when the global average temperature was 1.5 degrees Celsius higher than present. It also suggests that there was no permafrost in the Lena River region at that time, because enough water seeped into the northernmost cave to enable roughly eight centimeters of growth in the formations.

    That was, in fact, the last time the formations in the Ledyanaya Lenskaya Cave grew, although other caves further south showed multiple periods of growth coinciding with other warmer periods. "That boundary area of continuous permafrost starts to degrade when the mean global temperature is 1.5 degrees C higher than present," Vaks explains. "Such a warming is a threshold after which continuous permafrost zone starts to be vulnerable to global warming."

    Since Vaks's present is the "preindustrial late Holocene," that means the planet is already more than halfway there, having experienced 0.8 degree C warming to date. Such a thaw is no small matter, given that permafrost covers nearly a quarter of the land in the Northern Hemisphere and holds roughly 1,700 gigatonnes of carbon?or roughly twice as much carbon as is currently trapping heat in the atmosphere. Much of that carbon would end up in the atmosphere if the permafrost was to thaw further.

    That may not have occurred during the warm period 400,000 years ago, known as Marine Isotope Stage 11 to scientists, which featured elements such as boreal forest on Greenland and higher sea levels. "The thawing was probably very brief because the layer deposited in the northernmost cave stalactite was relatively thin," Vaks says?too thin in fact to determine how long the warm period lasted. "We don't see any extraordinary increase in atmospheric CO2 or methane during MIS-11." And the Gobi Desert might benefit, enjoying wetter conditions in the future if the record in these caves is accurate.

    It's not clear how far north such thawing might extend if global average temperatures continue to warm until they match those from long ago. "Now we are looking for caves with speleothems in northern Siberia to answer this question," Vaks notes, adding that the northernmost cave is already much warmer than in the late 18th century based on historical reports. Further research could be done by taking sediment cores from Arctic river deltas or lakes, though this remains an epic task given the vastness and remoteness of the region. But, already, it is clear that global climates not much warmer than present are enough to thaw even more permafrost?as far north as 60 degrees latitude.

    "The potential impact of these results extends to global policy: these results indicate the potential release of large amounts of carbon from thawed permafrost even if we attain the 2 degree [C] warming target under negotiation," says Kevin Schaefer, a scientist at the U.S. National Snow and Ice Data Center, who has also studied permafrost but was not involved in this, in his words, "great science" effort. "Permafrost thaws slowly and the carbon will be released into the atmosphere over two to three centuries."

    Already, such thawing Arctic ice?whether underground or at sea?has further opened up the territory to exploration for resources, particularly oil. At the same time, the big thaw will make getting the oil out more expensive?billions of dollars in infrastructure investments in pipelines, roads and the like will be damaged as the ground shifts beneath them.

    Michigan GOP introduce law to let teachers carry guns in class, tea party group to give free classes

    It?s hard to say which is the most freakish element of this story. Is it that some Michigan Republicans want to allow concealed weapons to be carried in our children?s classrooms? Or is it that a tea party PAC is offering free gun classes to get teachers trained so that they can?

    Let?s take the legislation first. House Bill 4098 (pdf) adds this section to Public Act 372:

    A teacher, administrator, or other employee of a school is not precluded from carrying a concealed pistol in that school or on that school property if the chief executive officer of the school has authorized that individual to carry a concealed pistol in that school or on that school property. The chief executive officer shall condition his or her approval upon the requirement that the teacher, administrator, or other employee successfully complete training considered appropriate by the chief executive officer. The training may be in addition to the training required under Section 5J . If an individual authorized to carry a concealed pistol under this subparagraph does not carry the pistol on his or her person, that pistol shall be placed in a container that is securely locked to prevent anyone other than that individual from gaining unauthorized access to that pistol.

    This is a kneejerk response to the Newtown massacre, of course. It is, of course, insane. The thought of teachers packing heat in our state?s classrooms is a terrifying thought. We have, according to the State of Michigan, 1,565,390 K-12 students in our state?s classrooms. It doesn?t take a very active imagination to conjure up all sorts of realistic scenarios where that gun becomes separated from the teacher and kills someone. It gets accidentally dropped. It gets snatched by a student. It goes off unexpectedly. There?s a fight between teachers or a teacher and student. That?s just the easy-to-imagine stuff.

    The astonishing thing is that three of the co-sponsors are actually on the House Education Committee.

    Then we have RetakeOurGov, the tea party PAC group that thinks this is such a fine idea that they are giving free classes to two contest winners to make these teachers eligible for this option should Michigan Republican lawmakers and Governor Snyder completely lose their minds and pass this hideous piece of crap into law:

    A local ?tea party? group is putting money behind its belief that teachers should be allowed to carry guns at school, an idea the organization said is consistent with ?tea party? values.

    This week, Hartland Township-based RetakeOurGov announced it will fund concealed-pistol-license, or CPL, training for two Livingston County teachers through a contest.

    The organizers anticipate that teachers who apply will want the option to carry concealed pistols at school, something currently not allowed under Michigan law.

    The training will be provided by a National Rifle Association-certified instructor and will qualify the teachers for CPLs, according to the group?s website.

    RetakeOurGov said it decided to be ?proactive? following the December massacre of 20 students and six adults by a gunman at a Newtown, Conn., elementary school.

    The contest promotes support for a bill in Lansing that would amend Michigan?s concealed-pistol law to give school boards the ability to allow school employees, including teachers, to carry concealed pistols at school. {?}

    ?Providing this service to educators I just see as a public service,? [RetakeOurGov treasurer Wes] Nakagiri said.

    Teachers are not all so excited by the prospect.

    Legislators and nonteacher ?tea party? activists do not understand what arming teachers would mean ?on the ground,? said Jay McDowell, president of the Howell Education Association, the Howell school district?s teachers? union.

    McDowell said an armed faculty, high emotions among teachers and the possibility of students stealing teachers? guns would be a recipe for disaster.

    Armed teachers could be put in a position of shooting their former students, he added. In Newtown, the gunman attended Sandy Hook Elementary School when he was young.

    McDowell said there will likely be Howell teachers interested in the free CPL training, but only because it will be at no cost.

    ?I just don?t think Representative Rogers or the ?tea party? have thought through what this would really look like on the ground,? McDowell said.

    ?This is not the solution that we want. It is a solution foisted on us by people who would not be put in that position,? he added.

    Besides the three bill co-sponsors on the Education Committee, there are 14 others, including six Democrats. We can only hope that sane adults will put an end to this before the legislation even leaves their committee.

    Insert Coin Semifinalist Make a Play

    The students at ITP are constantly churning out creative projects that are unafraid to walk the fine line between art and tech. So its no wonder that Gal Sasson's Make a Play wound up as one of the semi-finalists in our Insert Coin: New Challengers competition. It doesn't hurt that the concept also combines two of our greatest loves here at Engadget: toys and Arduino. The name, it turns out, is actually quite descriptive. The microcontroller-driven stage allows anyone to quickly create a piece of miniature theater using handcrafted puppets and an impressive selection of buttons, knobs and switches -- all lovingly handcrafted out of wood on this prototype. The control panel can move the actors using two motorized carts, cue lighting, playback voice recordings and even activate special electronics embedded in the puppets, such as LED eyes in the demo video after the break. Any action can be recorded and fed to a companion computer program, where tweaks can can be made to the automation. Honestly, sounds like the sort of thing we wish we had a as kids.
